Wasn't there a rule against advertising a Forging forum back on the IPB domain?

Wasn't there a rule against advertising a Forging forum back on the IPB domain?
3.8: Please do not post any advertisements on the board except in the appropriate sections, namely the Advertisement forum or personal signature. This includes advertising in somebody else's map submission. (Example: “Hey that’s really cool. Check out my map/ vid/ etc.”)
That is the rule now as it stands, he's in the clear although I don't see much purpose to bringing another forging community into the mix... The only few differences I see on his site compared to ours would be a casual/competitive map section where we don't have either.
