In THIS THREAD (http://www.bungie.net/Forums/posts.aspx?postID=25440932) at Bungie Shishka commented on a question for forged maps in Matchmaking. He even gave us a good idea of the FORM that will be needed to be filled before submitting the map.

The playlist itself isn't happening in September (as one might imagine as it wasn't included in last Friday's info-dump).
We're hoping to be able to release the form by which users will have to vet their maps against to ensure that they'll be good for Matchmaking. Effectively what this form is is a list of "show stoppers" that, if the map matches any of these items, it will be immediately rejected. A few of these items include:
1.Using glitches (IE, glitches that allow you to ignore the map's budget)
2. Maps whose names or content are offensive (Maps with racist names, or are built into offensive images)
3. Maps that use performance-destroying features (Flame grenades, fuel rod guns, quickly-repsawning fusion cores that are being blown up constantly, for example)
4. Maps whose name or content are licensed properties (An infection map called I am Legend, or Dawn of the Dead, for example).
There are more than this. Effectively there's a section of the from that, if you can answer "Yes" to any of the questions in the section, your map is instantly rejected.
The second part is a brief questionnaire so we know what playlists the author thinks their map fits in. Note: Players who want a playlist devoted around their map are going to be disappointed. In fact, players whose maps cater to a very specific gametype may find it more difficult to get their playlist accepted than someone who makes maps for the existing playlists.
The last part is video, Halo 3 film or youtube clip or gamevee or whatever, of the map being played. At least a couple will be expected. At least two films showing full games being played, from multiple players points of view.
Screenshots will be expected as well in the Halo 3 file forum thread the map is posted too, but not required.
Like I've said before, it won't be easy, and a lot of people are going to complain, but so be it.
It does seem difficult, and unfortunately any map that used money glitch canvas will not be allowed, but oh well. Hopefully we at H3F can get some maps out there!
